Occupancy type, exits and travel distances, accessibility and interior finish ratings.
The Saudi Building Code (SBC) is the national set of building codes issued by the Saudi Building Code National Committee. A commercial fit-out touches several parts of it: general building rules, electrical, mechanical, energy, plumbing and fire. Your designer specifies to it, your contractor builds to it, and the authorities check it at permit and inspection.
Occupancy type, exits and travel distances, accessibility and interior finish ratings.
Distribution, circuits, earthing, lighting and emergency power.
HVAC, ventilation and kitchen extract.
Lighting power, HVAC efficiency and controls.
Water supply, drainage and sanitary fixtures.
Fire protection systems, alarms, emergency lighting and exit signs.
Retail, restaurant, office or hotel. The occupancy drives exits, fire rating and many other rules.
Your designer produces drawings that meet the relevant SBC parts and notes the code basis on them.
Municipal permits run through Balady. Fire and life safety goes to Civil Defense.
The contractor submits materials for approval and builds only what the approved drawings show.
Authorities inspect. Defects are fixed and documented before the premises open.
Yes. Buildings in the Kingdom must comply, and compliance is enforced through permits and inspections.

The designer specifies to the code. The contractor builds to the approved drawings. The authorities check both at permit and inspection.
The Saudi Building Code National Committee publishes it. Always check the current edition there before you design.
No. It is general guidance from a fit-out contractor. Your designer of record and the authorities have the final word.
Unit area, mall or building, target handover date, fit-out manual. That is enough to price it.
